Actual Behavior
Discrete Jobs were created with release date which is in already closed inventory accounting periods by wip mass load.

Expected Behavior
Want to error and avoid to create job with release date which is in already closed inventory accounting periods.

Steps to Reproduce

DATE_RELEASED value is in already closed inventory accounting periods on WIP_JOB_SCHEDULE_INTERFACE table
Run Wip Mass Load concurrent
Create Discrete Jobs without error even though release date is in already closed inventory accounting periods
