Symptoms

When consolidating multiple shipments using shipment actual with propagation, new SSUs will be added to the upstream and/or downstream
shipments that's related to the order that SSU belongs to. When trying to insert an Actual Shipment Transmission having Transaction
Codes 'RC' as parent and 'U' as child shipments for the multi-leg planned orders, getting exception generated as below.

The issue can be reproduced at will with the following steps:
01. Create two Order Release
02. Perform Bulk Plan separately and generate Shipments
03. Upload the XML File.
