Symptoms
On : 12.2 version, Desktop Rcv/Returns/Correction
When creating a receipt, when the Submit button is selected the system displays the following error message
ERROR

Your receipt could not be created successfully due to an unexpected error. Please contact your system administrator
with the following information for further assistance. "The receiving transaction manager for receipts, returns and
correct items is not active.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. iProcurement > Receiving tab
2. Click Receive Items
3. Find and Select requisition and Next button
4. Enter Receiving details and click Next
5. Receive Items: Review and Submit > Click Submit
6. Error occurs
