Modifier Not Getting Applied To Sales Order Line Based On Return Reason (Doc ID 2638727.1)

Symptoms

On : 12.2.5 version, Price List

ACTUAL BEHAVIOR

1) Created new Qualifier attribute for Sales Order line field 'Return reason'. Ran Build attribute mapping rules program and completed successfully without any issues.
2) Created Modifier attaching new qualifier created. Submitted program ‘QP: Maintains the denormalized data in QP Qualifiers'
3) Created Sales Order with line return reason as ‘XXXXX’ but modifier is not getting displayed in view Adjustments screen.

EXPECTED BEHAVIOR

1) Created new Qualifier attribute for Sales Order line field 'Return reason'. Ran Build attribute mapping rules program and completed successfully without any issues.
2) Created Modifier attaching new qualifier created. Submitted program ‘QP: Maintains the denormalized data in QP Qualifiers'
3) Created Sales Order with line return reason as ‘XXXXX’ , modifier can get displayed in view Adjustments screen.

STEPS

The issue can be reproduced at will with the following steps:
1) Created new Qualifier attribute for Sales Order line field 'Return reason'. Ran Build attribute mapping rules program and completed successfully without any issues.
2) Created Modifier attaching new qualifier created. Submitted program ‘QP: Maintains the denormalized data in QP Qualifiers'
3) Created Sales order with return reason attached in modifier but unable to apply modifier for sales order.
