When attempting to use refresh button on Edit and submit button page after returning from punchout with an empty cart
the following error occurs.

STEPS
-----------------------
1. Log into iProcurement homepage
2. Click on Supplier's punch-out link
3. Select No items in shopping cart and return to iProcurement with an empty cart
4. Page redirected to "Edit and Submit Requisition" page
5. User clicks on "Refresh" button on "Edit and Submit Requisition" page
