Symptoms
On R12.1.3 env, after implementing Java Web Start by applying patches (refer to NOTE:389422.1 and NOTE:2188898.1), while logging in with SSO, the following error is shown.

STEPS
-----------------------
1. Apply JWS pre-req patches and setup referring to NOTE:389422.1 and NOTE:2188898.1.
Note: User found out that right after patch25380324, this issue occurred.
2. Restart all AP Tiers and SSO servers.
3. Login through EBS SSO Login.
