PAXACMPT: No Conversion Rate Found For Project Currency Attributes

Symptoms
When Project Currency, Project Functional Currency and Transaction Currency are different, and when the conversion attribute Rate Type is Non-User, the PRC: Update Project Summary Amounts results in the below error:
No conversion rate found for project currency attributes.
For example:
3 currencies are being used: CLP, CLF and USD.
Project Functional currency = CLP,
Project currency = USD.
Transaction currency = CLF
In GL the following daily rates are maintained:
1)USD to CLP
2)CLF to CLP
When commitments are generated in CLF the PAXACMPT shows the above Message
