Unable to assign Italian VAT register to new EMEA VAT registration setup (Doc ID 2642843.1)

ACTUAL BEHAVIOR

In EMEA VAT Reporting Entity Setup form, whenever the existing EMEA Vat registration is end-dated and a new vat registration setup was created.
System is not listing any document sequences and the sequences are not showing as they are already assigned to the old vat registration.

EXPECTED BEHAVIOR
------------------------
If the sequence is assigned to a vat register that is end-dated, system should list the sequence for the new registration as well if it falls in the same period.

STEPS TO REPRODUCE THE ISSUE:
---------------------------------------
1. Query the EMEA VAT registration in EMEA VAT REPORTING ENTITY FORM.
2. End-date the existing registration, with effective dates as below:

From Date- 01-Jan-2019
To Date - 31-Nov-2019

3. Now, when a new registration is being created for period from 01-Dec-2019, system should have list of the sequences per the effective periods.
4. But right now, system is not considering the effective periods.

BUSINESS IMPACT:

Due to this issue, users not be setup new EMEA VAT Reporting setup resulting in delay in reporting
