Subelements are not populated for rolled up costs for items created after R12 Upgrade

Subelements should be populated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Choose an Item
2. Run Supply Chain Cost Rollup
3. View the item cost details

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot get cost breakup properly.
