ACTUAL BEHAVIOR
---------------
Preferences for Timecard Edits Not Working when Linked to Limited Timekeeper Session Responsibility .

A preference rule has been created for the Preference 'Self Service Timecard Status that Allows User Edits' and linked to Session Responsibilities for Employee Time User and Limited Timekeeper.
Status Allowing Edits has been set to 'Submitted' in order to disable timecards in an 'Approved' status.
The Limited Timekeeper session responsibility still shows Approved timecards as editable for all but the User/Limited Timekeeper accessing the Timekeeper Entry form.
The Employee Time User responsibility appears to be working correctly for the employee, however the Limited Timekeeper role should also disable the approved timecards for the other employees in the timekeeper group.

EXPECTED BEHAVIOR
-----------------------
Limited Timekeeper role should also disable the approved timecards for the other employees in the timekeeper group.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Create and approve SS timecards with Retro edit preference.
Create Session responsibility for TK with higher precedence for Status allowing edit to Submitted.
Open timecard in TimeKeeper, verify if the timecard edit is disable
