PAXTRTRX PRC: Transaction Import Gives DUPLICATE_ITEM Rejection When Importing Transaction (Doc ID 264497.1)

Symptoms

The customer is importing timecards from an external system (which is a non-Oracle system) by running PRC: Transaction Import.  The Records Fail with Rejection "DUPLICATE_ITEM".

Originally entered the Batch and then reversed the batch.  User is trying to enter the same batch again.
