Symptoms
Customer is performing a rate upload using the Rate Management function within OTM. The CSV template being used includes a value with leading zeroes in a cell defined as text. The cell is defined as text so the leading zero for that cell will not be truncated when saving the CSV file in MS Excel.
When the rate upload completes the leading zero for the uploaded value as been truncated.
