LOV on Tax Code Not Defaulting With % Sign On Form POXPOERL (Releases) (Doc ID 2646518.1)

Goal

 After clicking the LOV button of 'Tax Code' on form POXPOERL (Releases), LOV window pop up with no listing,
users need to type % and press OK to get List of Tax Codes associated. Is this an intended change in 11.5.10.2.
It did not happen that way on 11.5.9.
