Symptoms

 After upgrade to 11.5.10, Receipt Accruals-Period End Process accrues POs that were not accrued in the old version. Those POs have following features:
1. They are in Closed status.
2. The CLOSED_DATE on PO_LINE_LOCATIONS_ALL is null.
3. PO shipment has outstanding received quantity that has not been billed.

Changes

 Upgrade to 11.5.10
