This is applicable to budgets using a GL Period, No Resource budget entry method.
When an award has multiple installments funding the same project, but using different overlapping installment date ranges can create an issue where trying to update a GL Period with a budget that includes the funding from multiple installment results in the period exceeding the available funds and producing the error;
