Where from Create Consumption Advice gets the Bill To and Ship to address?

Steps to reproduce:
a) Do a consumption for an item that is on a Global Blanket Purchase Agreement.
    Approved Supplier List (ASL) is setup for the item.
b) Run Create Consumption Advice request.
c) Consumption Advice PO is created.
   Check the Bill to on the order:
   This is not the same bill to address as the parent Global BPA agreement has.
