R12: AP: Unable to Search the Bank Branches After Upgrading from Release11i to Release12

Symptoms
Attempt to search the bank branches in the following Release12 (R12) page, but no records return. These branches have been ended-date in Release11i (R11i).
The issue can be reproduced at will with the following steps:

- Using Paybles(AP) responsibility, navigate to Setup > Payment > Banks and Bank Branches > Bank Branches Tab
- Enter the Bank Name, click "Go".
- Try to search the bank branches, the bank branches which are related to the bank should return, but no records return.

Upgraded from R11i to R12.
