Symptoms

On : 12.1.3 version,

ACTUAL BEHAVIOR
-----------------------
Application allows to create OTL/Expenditure item beyond the schedule dates of the resource assignment even though transaction control exists for Workplan (Workplan Resources Only enabled) at project or task level.

EXPECTED BEHAVIOR
-----------------------
Should not be able to enter Timecard beyond the Workplan Resource Schedule_End_date

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. OTL Responsibility-->Create Timecard
