OZF_FUNDS_UTILIZED_ALL_B.INCREASE_PAID changing to zero once claim is created (Doc ID 2653188.1)

Goal

 After creating an adjustment using API OZF_FUND_UTILIZED_PUB.CREATE_FUND_ADJUSTMENT and increasing total paid amount and creating a new claim for this offer , there is discrepancy in paid amount of OZF_OBJECT_FUND_SUMMARY & SUM of
OZF_FUNDS_UTILIZED_ALL_B table.

The issue can be reproduced at will with the following steps:
1. Offer with Earned Amount (paid amount = 0)
2. create paid record using API
3. Create claim for same customer account ->Approve claim
4. After creation of claim, record created in OZF_FUNDS_UTILIZED_ALL_B with adjustment_type = 'INCREASE_PAID¿ updated to 0 USD in all amount related columns.
