When tax rate is 0, the XML output of the Italian Electronic Invoice does not generate the correct information for block <DatiRiepilogo>.

Block <DatiRiepilogo> is not grouped by NATURE_OF_VAT.

Example:

TAX CODE: A, NATURE_OF_VAT is N1
TAX CODE: B, NATURE_OF_VAT is N3

<DatiRiepilogo> must show one block <DatiRiepilogo> for NATURE_OF_VAT is N1 and one block for NATURE_OF_VAT is N3.
