Multistop Shipments not Consolidating when Using Voyage Rate Service (Doc ID 2655357.1)

Symptoms

Bulk Plan creates two shipments when creating multistop shipments instead of consolidating into one shipment when using the Voyage rate service type. This same set of data completes bulk plan with one shipment as expected when using the Lookup System rate service type.
