Symptoms

After database upgrade to 12.1.0.2, posting is taking a long time to complete.
Normally it would take less than a minute and now it is taking up to an hour to complete.
The patches and work around from Document 1602141.1, are already in place.

Changes

 Upgraded database to 12.1.0.2.
