Symptoms
On : 12.1.3 version, Approval List and Workflow
When attempting to approve the requisition, Purchase Requisition is stuck with
the following error.

Failed Activity Update Approval List for Approve using AME
Activity Type Function
Error Name -1428
Error Message ORA-01428: argument '-1' is out of range
