STEPS

The issue can be reproduced at will with the following steps:

* Generic non-existing names were substituted for the real custom attribute names
These were added to help explain the setup involved.  These are not real names.

1) Setup Qualifier Attribute 'XX_ATTR'
  and assign Valueset: XXX_VALUESET

Go into the responsibility: System Administrator
Navigate to: Application > Validation > Set
Enter value set name: XXX_VALUESET
list type: list of values

value validation
validation type: Table

table application: Receivables
table name: hz_cust_accounts hca, hz_parties hp

value: hca.account_number char 20
meaning: hp.party_name char 360
id: hca.cust_account_id Number 15

where/order by:

Responsibility: Oracle Pricing Manager
Navigate to: Price Lists > Price List Setup
Create a price list for testing adding this pricing attribute, XX_ATTR, to a price list line.

2) What does work:

Responsibility: Oracle Pricing Manager
Navigate to: Price Lists > Price List Setup
Query the price list
Place cursor on a price list line
Click on pricing attribute (button)
select pricing attribute = XX_ATTR
for Value From, bring up the LOV using 123%
  12 records are shown
