"Allow Bulk Plan To Fail" On Planning Parameter Not Working

Symptoms
Allow Bulk Plan to Fail on Planning Parameter not giving expected results
ALLOW BULK PLAN TO FAIL - Flag indicating whether to allow the bulk plan to fail when one order release fails to plan. By default, this flag is off, which means Oracle Transportation Management continues planning other order releases when one fails. If the field is active (checked), and one or more order releases fail during bulk planning, Oracle Transportation Management will not plan any order releases that are part of the entire bulk plans. You can view the results of a bulk plan using the Bulk Plan Manager which also shows whether order releases failed to plan.
After setting the parameter as "True", selected multiple orders to plan. Only a few orders get planned and others got failed. The expectation is all orders should get failed even one order is not planned.
STEPS

The issue can be reproduced at will with the following steps:
1. set ALLOW BULK PLAN TO FAIL to TRUE
2. select two orders and do bulk plan.
