Serial Control Was Enabled For Lot Controlled Item While Material Was Issued Out Of Stock And Later Returned (Doc ID 2660604.1)

Symptoms

An item that is not serial control but is lot control was changed to serial control.
As as result, there is mixture of on-hand records where the lot_number has no
associated serial number and some serials that are not associated with any lot.
Some material in On-Hand now cannot be transacted.

This is similar to <Note 1337149.1> but <Bug 6896369> is more similar to this issue.
The following steps lead to this situation:

  1. The item had no serial control at first and is received into stock.
    The item is lot controlled.
  2. Then the item was returned to the vendor and so was issued out of stock.
  3. Serial control was then enabled for the Item.
  4. So now there is a mixture of on-hand records where the lot number is populated but no serial number, and some with both lot and serial number.
    There are also MTL_TRANSACTION_LOT_NUMBER records with  serial_transaction_id=0.
    Some other serials for this item have no lot number value in the MTL_SERIAL_NUMBERS ans have current_status=1
