Parallel Processing Not Working For Ship Set or SMC (Ship Model Complete) - Pick Selection List Generation (Doc ID 2660919.1)

Goal

Set profile "WSH: Number of Pick Release Child Processes" to 3.
Then run "Pick Selection List Generation - SRS" request having parameter "Number of Child Processes" to a value higher than 1
Expectation is to have child requests after running Pick Release, but there is no child request submitted.

Setup from Doc ID 2433004.1 is in place:
- not using "Delivery" checkbox in the Pick Slip Grouping Rule
- "Print Pick Slip" mode is set to "At The End" in the Pick Release tab of Shipping Parameters window

In the debug file following message is displayed:

l_tot_worker_records ==> 1
l_tot_smc_records ==> 1
l_tot_dd_records ==> 361
Run Ship Sets / SMCs in Parallel ==> N
Pick Release Mode is Single Worker Mode

Why Pick Release is not running in parallel?
