Mass Update of Employee Assignments Trigger Unexpected GSP Progression Life Events Which Cause Salary Changes (Doc ID 2661591.1)

Symptoms

On : 12.2.5 or higher version, Grade / Step Progression

ACTUAL BEHAVIOR
After updating supervisor of an employee assigned to a Grade Ladder using Mass Update of Employee Assignments,
found that Salary record got updated even though there is no change in the salary basis and Grade / Step Ladder

EXPECTED BEHAVIOR
Expected to not update the salary record if there is no change in the salary basis and Grade / Step Ladder when updating the assignment record using Mass Update of Employee Assignments form.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using HRMS Manager responsibility
2. Navigate to People->Mass Update for Person->Mass Update of Employee Assignments
3. Perform an update of Supervisor for an Employee attached to a Grade Ladder
4. Query the Salary Screen of the same employee and note the Salary record got updated
