PAXTRAPE: Incorrect Employee Rates in the Expenditure Inquiry for Certain Employees on OTL Timecards (Doc ID 2661619.1)

Symptoms

Labor rates for particular employees appear to be changing and do not agree with the rates defined in the 'Organization Labor Costing Rules' form.  The rates can be seen in the debug log file for the PRC:  Distribute Labor Cost process but where these rates are stored is unknown.  Support verified that the rates used are not the 'Total Time Costing' calculation ((base hours \ weekly total) * the employee rate per the Organization Labor Costing Rules).
