Valid batch lines not getting transferred to Element Entries with the batch line error "You cannot create an entry past the termination rule date" (Doc ID 2662071.1)

Symptoms

On : 12.1.3 version, BEE Validation & Transfer

ACTUAL BEHAVIOR
---------------
Batch lines not getting transferred from BEE to Element Entries. Post the transfer process the status of the lines still show 'Valid'.

However, the batch line error of the batch shows the below error message.

"You cannot create an entry past the termination rule date. Cause: You are trying to create an element entry for an employee assignment which does not end before the termination rule date."


EXPECTED BEHAVIOR
-----------------------
Valid batch lines should get transferred to Element Entries.


STEPS

The issue can be reproduced at will with the following steps:
1. Validate and Tranfer BEE batch
2. Check the result
