Symptoms

When trying to access the Project's Enterprise Command Center (ECC) menu from the Project Super User responsibility, users receive error: 404 Page not Found.
 
The ECC loads returns the following:  

     SystemId -> EBS
     Application Short Name -> pa
     Load Type -> FULL_LOAD
     DataSet Key -> pa-ds-cost-source-imp
     Language -> US
     Trace Flag ->
     Log Level -> ERROR
 Running Full Load
ERROR: 400 {"title":"Application with short name pa doesn't exist for system
