Symptoms



When attempting to send Inbound Invoice through OBN (Oracle Business Network),
the following error occurs.

 <Line 5, Column 4>: XML-20108: (Fatal Error) Start of root element expected.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Send an Inbound Invoice through OBN
2. Check the transaction monitor in EBS > Workflow > Transaction Monitor
