How to update RFQ if REQ has been changed after publish?

How does a buyer get notified of a REQ change after RFQ publish, then how does buyer update the RFQ with revised req? Requisition is no longer in the req pool, and no notification was received that user withdrew the requisition and was subsequently re-approved.

Steps:
1.) Requester submits and gets Requisition approved
2.) Buyer converts requisition to a RFQ and publishes
3.) Requester withdraws requisition, makes updates, and resubmits.
4.) Requisition is approved
5.) Now what? No notifications come to the buyer to update the RFQ, Req is no longer in the req pool as its on the RFQ
