Symptoms
User Preference is set for the user for a specific time zone (for example: Columbia Time - America/Bogota)
However it is seen that Shipment Start and End Times are not in this time zone, but time zones of the source and destination locations
STEPS
--------
The issue can be reproduced at will with the following steps:
1. Set the User Preference for Time zone
2. Create and Plan an Order and observe start and end times
3. They are not as per the set user preference for time zone
