VPD Edit Restriction on Workbench Does Not Work

Symptoms
Restricting users to not run the 'Edit' action on Workbenches using a VPD Profile on the User Roles does not work.
Example:

01. Create a VPD profile
Table Name: TRANSPORTATION_WORKBENCH
Predicate: 1=2
External Predicate Access: Insert/Update/Delete
02. Assign the VPD Profile to a User/UserRole.
03. Log in as this user that has the VPD assigned.
04. Open an existing Workbench.
Configuration and Administration > User Configuration > Workbench Designer > Open Workbench Layout 'XXX'.
05. The add and Delete action does not work as expected, the user is not able to add and delete layouts. But the Edit action works, its expected not to work.
