Tax Details Form not opening from Payables invoice workbench after database upgrade to 11G

When after entering invoice and applying tax, tax details button is pressed, error is received "FRM-40735: When-Button-Pressed Trigger Raised Un-handled Exception ORA-04062"

The issue can be reproduced at will with the following steps:
1. Create Invoice, click on Tax Details
