Goal
Why can't users enter budget lines for all periods in the new fiscal year?
GL periods that are Open and Future Entry are the only periods available for update in the budget, while Never Opened periods are greyed out and not updatable.
This was not an issue in 12.1.3 Delta 7 where the entire fiscal year could be budgeted regardless of the period status. This change happened after applying Patch 28493407 (R12.PJ_PF.B.DELTA.8).
