Unable to Update Primary UOM INV_UOM_CANNOT_UPDATE (Doc ID 2673135.1)

Symptoms

When attempting to update item Primary_uom the following error occurs.

ERROR
MESSAGE NAME : INV_UOM_CANNOT_UPDATE
ERROR MESSAGE : You cannot update UOM field when the inventory transactions

STEPS
1. Create a new item for example with UOM PC
2. Save that item
3. Change primary UOM for that item for example : PC to KG
4. Notification pop up : "item primary UOM update request is submitted, concurrent request id is xxxxxxxxxx"
5. Check the request, "EGO Spreadsheet Java Concurrent Program" run
6. Request completed, with status : "Completed Warning"
7. Check "View Log"
8. Primary UOM unable to update

Related Error
Note too that the customer had originally reported another error "INV_IOI_ERR_ITEM_UPDATE_PRIV" and this is NOT addressed in this KM Document. 
The original error "INV_IOI_ERR_ITEM_UPDATE_PRIV" about user privileges is addressed in internal Bug 35237309. 
MESSAGE NAME : INV_IOI_ERR_ITEM_UPDATE_PRIV
ERROR MESSAGE : User does not have privileges to update Item
* The cause/solution do NOT address the privilege error. Search on internal Bug 35237309 to see if any additional content is created on that topic.
