While attempting to upload AGIS batches via WEBADI the process displays an error message.  Transaction completes and posts via the applications.

Update the organization assignments for at least one user of XXXX as none of the users assigned to this organization can access transactions and send notifications.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create transaction via webadi
2. Upload
3. Error is displayed - Update the organization assignments for at least one user of XXXX as none of the users assigned to this organization can access transactions and send notifications.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use WEBADI to upload AGIS transactions for this new Legal Entity.

 This is a newly added Legal Entity
