Release 12.2 : Local BPA Amount Released Is Still Considering Incomplete Releases (Doc ID 2673900.1)

ACTUAL BEHAVIOR

Blanket Purchase Order "Released amount" is incorrect, as it includes the amount from Incomplete Releases.

EXPECTED BEHAVIOR

Blanket Purchase Order "Released amount" will not include the amount from Incomplete Releases.

STEPS

The issue can be reproduced at will with the following steps:
1. Create Local Blanket Agreement and approve. Find that the amount released is 0
2. Create a Release for the above agreement For "X" amount and approve. Find that the "Released amount" on the Agreement is amount X.
3. Create a Release for the above agreement For "Y" amount and is in incomplete status. Find that the "Released amount" on the Agreement is now (X+Y).
4. Expectation is "amount released" on the agreement will not include the incomplete release and "Released amount" will be only amount X.
