The 'Change Service Provider' Action Does Not Consider the 'Service Provider Profile' When Added on the Order Release After Shipment Is Planned

Symptoms
The shipment's action 'Change Service Provider' does not consider the 'Service Provider Profile' when added on the Order Release after shipment is Planned.
Example:

Order Release: OR01 (Order has the following Service Provider Profile as a constraint)
Buy Service Provider Profile: SPP01
Compatible Service Providers
- SP01
- SP02
01. Plan the order using DEFAULT PPS -> Shipment (XXX) is created using Service Provider (SP01).
02. Select the shipment and run the 'Change Service Provider' Action > You will see only SP01 and SP02 due to the Service Provider Profile constraint on the order.
03. Now, unassign the order > Remove the Service Provider Profile constraint > Plan the order again -> Shipment (XXX) is created using Service Provider (SP01).
04. Edit the order and add the Service Provider Profile constraint.
05. Select the shipment and run the 'Change Service Provider' Action > You will see all valid Service Providers SP01, SP02 and SP03 despite the Service Provider Profile constraint on the order that includes only (SP01 and SP02).
