Symptoms
On : 12.2.9 version, Descriptive flexfields (EXCEPT setup or Flexbuilder issues)
Update Flexfield Values Receiving 'ORA-01000: maximum open cursors exceeded'
Upgrading from R12.1.3 to R12.2.9.
When attempting to add values to Key Flexfield value set HAZL_CC value set receive the following error.

SSV.check_value_security(): ORA-01000: maximum open cursors exceeded
