Style Sheet Corruption of DIF (Doc ID 2674894.1)

Symptoms

On : 12.1.3 version, Desktop Integration Framework

DIF Style sheet is corrupted and Integrator, viewer, layout, content, review of progress bar are not displayed as Web Components but simple text

 

Confirmed in IE11, FireFox.

Common in English and NLS (Japanese)

Clearing EBS Mid-tire cache does not have any effect,

How To Clear The Cache Using Functional Administrator? (Doc ID 759038.1)

Bouncing EBS and clearing browser cache and history does neither help.

Confirmed these patches below have already applied.
