FAXASSET: Retirement Comments Can Not Be Updated (Doc ID 2676612.1)

Symptoms

In Asset workbench - Retirement form, comments can NOT be updated even though the user modified the comments.

Steps to Reproduce
1.  Go to (N)Assets > Asset Workbench - Retirement


2.  Enter a new retirement with "Comments" and save it.

    ------------------------------------
    Comments : TEST111
    Status   : Pending
    ------------------------------------

3.  Re-query this retirement.

    ------------------------------------
    Comments : TEST111
    Status   : Pending
    ------------------------------------

4.  Update Comments and save it.

    ------------------------------------
    Comments : TEST222          <-----* Update
    Status   : Pending
    ------------------------------------

5.  Re-query this retirement.

    ------------------------------------
    Comments : TEST111          <-----* This is an original value
    Status   : Pending
    ------------------------------------

"Comments" should be "TEST222", instead of "TEST111".  "Comments" can NOT be updated even though the user modified it.
