When WIP Completion Return by OIF, "Total Organization Quantity Cannot Become Negative When There Are Reservations Present" Error (Doc ID 2678698.1)

Symptoms

Problem Statement
Organization allowed negative balances.
And INV:Override Neg for Backflush is Yes, INV:Override Reservation for Transactions is Yes.

When WIP completion return by OIF(MTL_TRANSACTIONS_INTERFACE), face below error.

Error
Total Organization Quantity cannot become Negative when there are reservations present


The following error will show if try doing the same transaction in the WIP Completion Form.

Caution
APP-INV-05407:Quantity will drive inventory negative

Steps to Reproduce

1. Create Job and do WIP Completion.
2. Create Sales order using above WIP Completion item.
3. Reserve for sales order, pick release, transaction move order.
4. WIP completion return by OIF(MTL_TRANSACTIONS_INTERFACE)
5. Run Process transaction interface
6. To check error by transaction open interface form.
   (N)Inventory > Transactions > Transaction Open Interface
