Cannot Give Privilege To Price List For A Certain Responsibility Due to Error - ID 123456 Does Not Exist

Symptoms
When trying to assign privilege (maintain) to
responsibility = <Responsibility A>
for a standard price list, the following error is shown:
ERROR
ID 123456 does not exist
STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Oracle Pricing Administrator
2. Navigate to: Oracle Pricing Administrator Setup > Security > Privileges > Express Create Privileges
3. Select criteria:
entity type: Standard Price List entity name: <Price List X>
grantee type: Responsibility grantee name: <Responsibility A>
access level: Maintain
start date: 05.02.2020 end date: Null
4. Shows:
ID 123456 does not exist
