Symptoms

Secondary ledgers for the applications having the valuation method (custom application) as 'Y' not getting picked for transfer to GL

STEPS
The issue can be reproduced at will with the following steps:
1. Create Data in FAH
2. Run Transfer Journal Entries to GL for Secondary ledger
3. Observe the data gets stuck in XLA for Secondary ledger
