R12: Withholding Tax During Payment Does Not Get Accounted When There Is Partial Prepayment (Doc ID 2679815.1)

Symptoms

Some invoices show "Partially accounted" when there is withholding tax (Argentina localization tax) and a prepayment application.

Expect to be able to completely account the invoices.

The issue can be reproduced at will with the following steps:

1. Responsibility: Oracle Payables - Argentina localization
2. Path: Other -> Requests -> Run

3. Create Accounting

After applying Patch 27680533:R12.AP.C the invoices cannot be accounted.

NOTE: The withholding tax is calculated correctly and the data in the invoices are correct.
The issue is ONLY in the accounting.

The diagnostic recommends to apply:

- GDF Patch 20407187 (Note: 1061563.1 / Script Name: AP_AWT_RELATED_ID_SEL.sql)
- GDF Patch 16841852 (Note: 1264239.1 / Script Name: ap_awt_on_prepay_sel.sql)

Most cases are corrected with GDF Patch 16841852 and a fewer invoices with GDF Patch 20407187.
Not all invoices are corrected, there are some errors from both gdfs and there are invoices still unaccounted, which are swept every month in order to be able to close the period.

It is not feasible to keep running the GDFs.
