POR_CUSTOM_PKG Behavior In Shopping Cart And Edit And Submit Pages Displaying Validation Messages (Doc ID 2680625.1)

Goal

When there is an error like in the charge account, by clicking Edit button in the popup Shopping Cart, the page navigates to Edit and Submit page and the validation messages from POR_CUSTOM_PKG is shown along with the Charge Account Invalid error.

When there is no error in the charge account, the validation messages from POR_CUSTOM_PKG does not show in the popup Shopping Cart neither in the Edit and Submit page.

Also, when the charge account security rules is violated, the POR_CUSTOM_PKG is not being called in the first Save in the Shopping Cart.  Only in the second Save the messages from POR_CUSTOM_PKG is shown.

Why is this change in behavior?
