Members With Full Access Unable To Find "Manage Collaboration Team" Option From Action (Doc ID 2681522.1)

Goal

Collaboration Team Members have full access. Buyer by default is having full access. After Publishing the RFQ, buyer can see "Manage Collaboration team" option from Action whereas the other Collaboration Team Members with full access don't see the  option from action. Both Buyer and collaboration team members have the same responsibility.
